Royal Blue sits in the middle for depth and runs vivid. It announces itself.
Egyptian Blue is darker, still vivid, still blue. Royal Blue (Dark) goes much deeper, very dark with medium intensity, so it keeps some presence while it gets heavy.
Near a face, this is a color that asks for an answer. Hold it near your face and watch. If the eyes and skin brighten, the blue is working. If the sweater is what you see first, it is speaking louder than you.
Navy has the bigger crowd, and five sub-seasons take neither.
Bright Spring is the clean case for both. Its colors are very bright and its contrast is high, and its palette holds Bright Royal Blue and Bright Navy.
Deep Winter, True Winter and Bright Winter take navy, and for each of them it is Navy itself. These are cool-leaning, high-contrast sub-seasons, and a very dark blue gives that contrast something to push against. Bright Winter’s royal blue is only close, with Bright Cobalt as the neighbor.
Light Summer has only a neighbor of navy in its palette: Soft Navy. Its depth is very light and its contrast low, so a navy eased toward soft keeps the face in front.
Cool Summer is very cool and medium in depth, so it sits between the two. Denim Blue is the neighbor of royal blue, and Navy is the neighbor of navy. Both are close, not exact.
Warm Spring is the one sub-season that leans to royal blue alone. It is very warm and bright, and Warm Periwinkle, a neighbor of royal blue, sits in its palette.

No. They share a blue hue, but royal blue is lighter and vivid, while navy is very dark and muted. One is the blue you notice, the other is the dark base. Lay a piece of each side by side and the gap shows at once.
Royal blue is lighter, and it’s also the more vivid of the two. Navy sits at the very dark end, with its intensity turned down. That’s why navy can stand in for a neutral and royal blue can’t.
